Coir Fiber Rolls versus Filter Socks...what is your opinion?

A recent project required slope stabilization in the form of a hydraulic mulch and slope interruption controls such as fiber rolls.  Typically, projects will specify coir fiber rolls that are biodegradable and have a service life of 2 to 3 years.  These devices have worked very well on several slope stabilization applications throughout the country.  However, this particular state does not appear to recognize coir fiber rolls and specifies filter socks in their erosion and sediment control manual.  The filter socks consist of a geosynthetic tube that is filled with compost.  The tube does not appear to be biodegradable and will require a crew to remove the tubes after the slope has been stabilized.  What are other’s input on use of coir fiber rolls versus filter socks?? What is your preference?
